a guide for companies that call companies

the register applies when you call companies too. The Italian opt-out register and B2B calls

What the Registro Pubblico delle Opposizioni contains, which numbers in a list of companies can be in it and how the check is done before the first number is dialled. Written by people who run it on every campaign.

What the Registro Pubblico delle Opposizioni is.

It is the Italian public service where people who do not want commercial calls register their numbers. The Ministry of Enterprises and Made in Italy owns it and an appointed operator runs it. Registering is free for the person registering and lasts until it is revoked.

Since 2022 the register covers every Italian number, landline and mobile, including those that do not appear in phone directories. Registering also cancels consent to commercial calls given in the past, with two exceptions: consent given after registration and relationships with companies the registrant has a current contract with. For anyone doing telemarketing in Italy the consequence is simple: every list, even one bought last month, contains numbers that cannot be called.

who can register

a citizen, and a company too.

The register’s website defines a “citizen” as any holder of a phone contract: a natural person, a legal entity, a body or an association. A company can therefore register its switchboard number, and the owner of a small business can register the mobile they work with. The duty on the other side is symmetrical: anyone using Italian numbers for sales, advertising, commercial communication or market research has to register and consult the register. The law does not distinguish between private and business numbers.

You will often read online that the register “does not apply to B2B”. The claim comes from the fact that the GDPR protects natural persons and that limited companies rarely register. The register, though, is not the GDPR: it is a separate law, with its own list and its own sanction, and it accepts companies. The prudent reading, which is the one we apply on our campaigns, is to check the whole list and discuss borderline cases with the privacy adviser, not to skip the check.

inside a list of companies

the numbers that end up in the register.

A B2B list looks like a list of companies, but it is a list of numbers, and many of those numbers are registered to people. The owner’s mobile shown on the website as “sales”. The sole trader’s number, which is the business and the person at once. The landline of the professional practice, the workshop or the shop, registered to whoever works there. They are the numbers a salesperson most likes to call, because someone answers, and they are the ones most often in the register.

Switchboards of limited companies and toll-free numbers are rarely there. Deciding number by number which ones to check, though, takes longer than a full check and leaves whoever decided holding the responsibility for the mistake. That is why the whole list gets checked: the register answers on the entire file in one go.

how the check works

four steps, one written proof.

  1. 01

    Registering as an operator

You fill in the form on the register’s website, with certified email and a digital signature or by email and registered letter, accept the terms of service and take out an annual subscription, in bands based on the unique numbers you expect to check during the year. The fees are public on the register’s website. A number already checked can be checked again at no extra cost until the end of the year.

  2. 02

    Preparing the file

Only the numbers go to the register: a text file with one number per line, written in digits, with no names or companies, compressed and digitally signed. First the formats are normalised and duplicates and impossible numbers are removed, because a dirty file produces a dirty answer.

  3. 03

    Sending and receiving

The file is uploaded from the reserved area, accessed with the Italian digital identity (SPID), the electronic ID card or a digital certificate, or sent through the automated service the register has offered since late 2023. Each list can hold up to one million numbers and fifteen lists can be sent per day. The answer comes back signed by the operator of the register, with the numbers of those who opted out, and is valid for fifteen days.

  4. 04

    Archive and campaign

The excluded numbers are marked as not callable in the CRM, so they do not slip back into the next campaign. Date, counts and outcome of the check are kept: in an inspection they are the proof that the list had been cleaned. Then the calls start, and when the fifteen days run out you go back to step two.

how often

fifteen days, then again.

The register asks operators to consult it every month and in any case before every phone campaign. The answer is valid for fifteen days, because registrations change every day: a list cleaned at the start of the month contains, by the end of it, numbers that registered in the meantime.

There are moments when the check is needed outside the calendar too: when a list arrives from a supplier, when an archive that has sat idle for years is picked up again, when the calls are handed to an outside call centre and when mobiles are added to a list of landlines. In all these cases the previous check, if there was one, does not cover the new numbers.

what the register does not do

what stays in your hands.

The register tells you who not to call. It does not tell you on what basis you may call everyone else. In B2B that basis is usually legitimate interest, which has to be written down and justified before the campaign, together with the privacy notice to give whoever answers. Anyone who asks during the call not to be called again is noted at once and respected, and the data is kept for the length of the campaign and no longer.

Since June 2025 there is also a code of conduct for telemarketing and telesales in Italy, approved by the data protection authority: following it gives you one more way to show you worked correctly. This page explains how the check works; the legal basis of your campaign is something you define with your privacy adviser, and we are glad to sit at the same table.

on ALIS campaigns

the check is included.

Every list we call, built by us or brought by you, goes through the register before the first call and goes through it again when the fifteen days run out. The excluded numbers stay marked, the archive of checks stays available.

Companies that call with their own sales team can hand us this part alone: they send us the list and receive the callable numbers, the excluded ones and the report. That is our opt-out register list cleaning service. Companies that also want the calls start here for a B2B telemarketing or appointment setting campaign, made by people and measured on calls, duration, appointments and confirmations. New lists are built as profiled, GDPR compliant lists.

questions

what we get asked most often.

Does the Italian opt-out register apply to companies too?

Yes. Any holder of a phone contract can register, so a company, a sole trader or a professional can, and the duty to consult the register applies to anyone using the phone to sell or promote, with no distinction between private and business numbers.

Do I have to register as an operator even if I only call companies?

Yes, if you use Italian numbers for sales, advertising, commercial communication or market research. Registration is done on the register’s website with certified email and a digital signature, or by email and registered letter, and involves an annual subscription in bands based on the numbers to be checked. The fees are published on the register’s website.

Which numbers in a B2B list most often end up in the register?

Mobiles registered to individuals, even when they use them for work, the numbers of sole traders and professionals, and the landlines of small businesses registered to the owner. Switchboards of limited companies are rare in the register, but they can be there.

How often does the check have to be repeated?

The register’s answer is valid for fifteen days. The register asks operators to consult it every month and in any case before every campaign, so on a long campaign the check is repeated when it expires.

What happens if I call a registered number?

It is a breach of privacy rules. The Italian data protection authority can sanction it with amounts the European Regulation takes up to twenty million euros or four percent of turnover, and one report is enough to start an inspection.

Is the check against the register enough to be compliant?

No. The register tells you who not to call; it does not tell you on what basis you may call everyone else. You also need the privacy notice, a documented legal basis, a way to handle anyone who asks not to be called again and data retention limited to what is necessary.

Can you check a list I already have?

Yes. Send it to us in Excel or CSV and we return it split into callable and excluded numbers, with the report of the check. That is our opt-out register list cleaning service.

let’s talk

how many numbers do you have to check?

Tell us where the list comes from and when you want to call. We reply the same day, even when the answer is that you can run the check yourselves.
